Our client in Dubai are looking for an experienced Commercial Fuels and Finance Manager to operate from their head office in Dubai, UAE.


The Commercial Fuels and Finance Manager is located in the Dubai corporate offices in the UAE and reports to the Senior Corporate Finance Manager. Responsible for Fuels Inventory Management, Planning, Pricing, Shipping, Forecasting fuel requirements and providing quotes for aviation related services.

Key Responsibilities: 

The Commercial Fuels and Finance Manager is responsible for, but not limited to, the following:

 Inventory Management

  • Plan and manage inventory/procurement accounting and reporting systems and prepare reports (including costing/profitability analysis) for senior management.
  • Analyse inventory records and prepare reports including periodic inventory reconciliations, stock loss reports, and fuel wastage reports, open PO status reports, vendor invoice status reports, stock sales reports and so on at all globally operational sites of the company.
  • Prepare costing models and pricing analysis, and develop and implement effective and efficient internal controls at all globally operational sites of the company.
  • Responsible for a cross check on fuels accountability throughout the company.
  • Conduct a daily analysis of physical inventory reports from each location against the Gallons Report in accordance with the Fuels Accountability Cross Check Process.
  • Investigate and seek resolution to discrepancies found.
  • Flag any unresolved discrepancies to Director of Business Development /Operations /Iraq Senior Finance Manager.

Planning Requirements

  • Review and analyze records including financial records, stock reports and vendor positions (Vendor Invoicing and PO status positions) to plan and place future orders and validate and clear outstanding vendor payments.
  • Plan fuel shipments to all locations including arranging fuel suppliers, logistics and port clearances for all global operational locations of the company.

Pricing, Budgeting and Market Review

  • Monitor global oil markets and develop trading (buying / selling) strategies accordingly in order to maximize profitability.
  • Evaluate competitive market forces and develop strategies to position the company advantageously against its key competitors by leveraging product, company, brand and service positioning to maximize market share.
  • Monitoring Platts Prices & providing reports & analysis to the management.
  • Preparation of various management reports.
  • Preparation of different costing models and pricing analysis.
  • Preparing detailed budgets and costing and pricing analysis for prospective tenders and commercial deals (both spot and long term).

Forecasting Fuel Requirements 

  • On the basis of current / prospective customer sales orders to ensure that all locations have sufficient stock in hand at all times to meet their sales demands.
  • Further, ensure that the order size and timing is optimized to minimize costs in terms of fuel price (PLATTS based pricing) and logistics (including vessel freight costs and trucking costs).

Evaluating Tenders

  • Evaluation of tenders and preparation bids for submission. This includes commercial evaluation, pricing and evaluation of and compliance with technical specifications and requirements of the tender.
  • Negotiation of contracts for purchase / sale of refined petroleum products.
  • Optimization of refined product purchases and trades around company assets.

Business Development

  • Establish and sustain strong relationships with relevant industry personnel to develop business opportunities within the oil trading arena.
  • Develop, on a timely and efficient basis, marketing strategies and tactical plans to achieve the overall corporate profitability targets and strategic objectives.

Supporting Fuels Inventory Management teams 

  • On the ground at all operational locations of the company worldwide on administrative matters, order planning and procurement of fuel.

Chartering & Shipping

  • Arranging vessel chartering.
  • Planning & handling all aspects of shipping operations.
  • Handling demurrage claim.
  • Liaising with supplier operations team, surveyors, terminals, vessel owners etc.
  • Coordinate logistical arrangement to ensure timely & cost effective delivery of fuels shipment.
  • Involved in the day to day operations of the shipment including navigational safety, cargo, ballast & tank cleaning & inspections.
  • Provide advice to vessel & fleet management on cargo requirements, tank cleaning, to maintain all statutory requirements for the vessel in this field.


  • Conducting costing and pricing exercises for charter flights and aviation related services
  • Providing quotes for aviation related services to customers upon request

Any other tasks as directed by the Director of Business Development.


Qualification / Education Level :

  • Degree in Business, Finance Accounting, Economics.

Special Skills, if any:

  • Excellent written and oral communication skills.
  • Must have good presentation skills.
  • Excellent MS Office skills.
  • Strong problem solving and analytical skills are essential.
  • Data analysis / entry on Top Tech Management System.
